WASTE ACCEPTANCE PROTOCOL

 

Wastes Accepted By The Chambers County Resource Recovery Recycling Facility Are Regulated By The Texas Natural Resource Conservation Commission; Environmental Protection Agency; The Texas Department Of Health; And The Department Of Transportation

 

I           WASTE ACCEPTED BY CCRRRF

           

1.0        ACCEPTABLE MEDICAL WASTES AS DEFINED BY TNRCC TITLE 30 TEXAS ADMINISTRATIVE CODE, CHAPTER 330, SUBCHAPTER Y; AND THE EPA, CDC, AND/OR LOCAL REGULATIONS.

 

1.1        CCRRRF Accepts Those Wastes That Are Generated In The Diagnosis, Treatment, Or Immunization Of Humans, Animals, Or Other Related Research And Health Care Endeavors; And In The Production And/Or Testing Of Biologicals, Pharmaceuticals, And Chemotherapeutic Agents.

 

1.2        CCRRRF's Acceptance And Handling Practices Are Subject To The Above Wastes Defined By Federal, State And Local Regulations As Pertaining To Regulated Medical Waste; Biohazardous; Biomedical; Infectious   Wastes; And Red Bag Waste.

 

            2.0        MEDICAL WASTE INCLUDING PATHOLOGICAL WASTE

 

                        2.1        Laboratory Waste Including But Not Limited To:

 

                                    *  Cultures--Medical/Pathological.

                                    *  Cultures/Stocks Of Infectious Agents-Research & Industrial.

·         Vaccines And Related Waste Generated In The Production Thereof.

*  Microbiologic Specimens And Related Waste.

 

2.2        Surgical Specimens; Body Parts; Tissues; Contaminated Animals Or Animal Parts; Carcasses; Or Body Fluids.

 

2.3        Pathological Waste Contained In Formalin And Packaged Appropriately For Transportation And Disposal.

 

2.4        Fluid Blood/Blood Products; Containers/Equipment And Articles Contaminated With Blood/Blood Products.

 

2.5        Medical Waste Contaminated With Excretions; Exudates; Secretions; Body Fluids; And All Isolation Wastes.           

 

3.0        MEDICAL SHARPS WASTE INCLUDING BUT NOT LIMITED TO THE FOLLOWING BELOW: PROVIDED THAT SUCH WASTE IS CONTAINERIZED IN FDA OR DOT CERTIFIED SHARPS CONTAINERS PROPERLY PACKAGED FOR TRANSPORTATION AND DISPOSAL:

 

3.1        Needles; Syringes; Scalpel Blades; Attached Needles With Tubing; Contaminated Disposable Surgical Instruments.

 

3.2        Medical/Laboratory Glassware Pipettes; Blood Vials Broken And Unbroken Glassware/Plastics; Slides; And Cover Slips.

 

3.3        Industrial Wastes Containing Broken And Unbroken

Glassware And Plastics

 

4.0        CHEMOTHERAPY WASTE (ANTINEOPLASTIC & CYTOTOXIC DRUGS)

 

4.1        Gowns, Gloves, Masks, Barriers, Iv Tubing, Empty Bags/Bottles, Needles And Syringes, Empty Drug Vials, Spill Kits And Other Items Generated In The Preparation And Administration Of Antineoplastic Drugs.  Where Prior Authorization Has Been Given By CCRRRF, Bulk Chemotherapy Wastes May Be Accepted For Destruction Provided Such Waste Does Not Constitute A Hazardous Waste.  A List Of All Chemotherapeutic Agents And Their Mixtures With National Drug Codes Number (NDC), Manufacturer Name And Trade Or Brand Name Must Be Supplied Before Authorization For Disposal Is Granted.       

 

            5.0        INTERNATIONAL WASTE (MARPOL & APHIS)

                       

Waste Material From International Ocean Liners, Ships, Planes, And Vehicles Inspected At Land Borders Which Is Not Otherwise Characterized As Hazardous Waste But Which Is Regulated By The United States Department Of Agriculture (USDA).

 

                        5.1        Marpol Wastes

 

                        5.2        Aphis Wastes

 

6.0        CONFIDENTIAL DOCUMENT DESTRUCTION-FILM; DISKS; PAPER; FILES, ETC

 

                        6.1        Medical Records

 

                        6.2        Business Records

 

                        6.3        Confidential Documents

 

                        6.4        Computer Wastes That Are Non-Toxic

 

7.0        PHARMACEUTICAL WASTES (NON HAZARDOUS) INCLUDING CONTROLLED SUBTANCES; PRESCRIPTION DRUGS; AND OVER THE COUNTER (OTC) MEDICATIONS.      

 

7.1        Where Authorization Has Been Received From CCRRRF, A Pharmaceutical Waste Or Product May Be Accepted For Destruction Provided That Appropriate MSDS Are Submitted For Evaluation And That Any Security Questions Have Been Resolved.

 

7.2        Bulk Liquid Pharmaceuticals Cannot Be Accepted Unless Capable Of Open Floor Mixing.

 

7.3        Liquid Pharmaceuticals In Small Unit Packages May Be Accepted Dependent Upon Disposal Characteristics.

 

8.0        ILLEGAL DRUGS AND BULK RAW PRODUCTS; CONFISCATED

PHARMACEUTICALS; AND DRUG PARAFERNALIA

 

8.1        Scheduled Shipments Must Have Appropriate Security Provided By The Customer And Acceptable To CCRRRF.

 

8.2        Chemicals, Liquid And Solid, Must Be Evaluated, And Approved By CCRRRF Before Shipment Is In Transit And/Or Accepted.

 

9.0        CCRRRF IS PERMITTED TO STORE AND PROCESS MUNICIPAL SOLID WASTES PER TNRCC PERMIT No. MSW 2239A INCLUDING CLASS 1, 2, OR 3 NON-HAZARDOUS INDUSTRIAL SOLID WASTES AND SPECIAL WASTES.

 

II          WASTES NOT ACCEPTED BY CCRRRF

 

            1.0        RADIOACTIVE WASTE

 

1.1        Under No Circumstances Will CCRRRF Accept Any Regulated Level Of Radioactive Waste Unless Designated As Low Level Radioactive Waste By Generator's Certified Personnel And Identified As Such By The Vendor/Generator.

 

1.2        Prior To Vendor Transport, All Designated Containers Should Be Inspected By Means Of A Radiation Monitor Or Vendor Supplies Document Substantiating That The Generator Has Monitored Waste Stream For Radioactive Materials.

 

1.3        CCRRRF Will Monitor Shipments Declaring Low Level Radioactive Waste And Any Container (S) Measuring Levels Above Permit Or Regulatory Limits Will Be Rejected For Disposal.

 

1.4        Safety And Handling Costs Incurred By CCRRRF May Be Charged To The Vendor As Well As Possible Contractual Penalties.

 

2.0        HAZARDOUS MATERIALS

 

2.1        CCRRRF Is Not Permitted As A Hazardous Waste Facility And Does Not Provide Services For Hazardous Wastes Listed Under EPA RCRA Act Of 1976 Part 242

 

2.2        Any Single Waste Or Commingled Waste That Is Characterized Under Federal Law As Hazardous Or Questionable As Being Hazardous Will Be Rejected.

 

2.3        Vendors Must Submit An Appropriate Document (Manifest) With Each Approved Load Substantiating That No Hazardous Wastes Are Contained Within Or Have Been Commingled Or Part Of A Hazardous Waste Stream.

 

2.4        Vendors May Be Assessed A Fee In The Event A Declared Non-Hazardous Waste Is Re-Classified As Hazardous And Must Be Rejected And/Or Removed.

 



If at any time the County determines that any waste material delivered by Customer does not conform to waste protocol prior to and/or during incineration as adopted by the County for the Facility and stipulated by the Facility's permit; TNRCC regulations; and EPA regulations as included in Exhibit B., which is attached hereto, the County shall notify the Customer by fax or telephone of such and request that the Customer remove such waste from the Facility within forty-eight (48) hours.

If the Customer has not removed the unacceptable waste within said time, those wastes may be disposed of in any manner deemed necessary and at the cost of the Customer. Customer shall reimburse the County for any and all liability, damages, costs, expenses, and fees incurred by the County as a result of the Customer's transportation, delivery, containment, handling, and/or disposal of unacceptable wastes.
